Cash for Clunkers

Preliminary rules for the CARS act – which was known as the Cash for Clunkers bill and is now more officially known as the CAR Allowance Rebate System or the Consumer Assistance to Recycle and Save Act of 2009 – were released by the Federal government today. Automakers have been busy doubling the rebates and emphasizing the green results of the bill, but today was the first chance to see exactly how CARS will work. It’s about time.

Most of the work is the responsibility of the dealers selling the cars. This makes sense, since the law was passed, in part, to help them. Dealers can find a nearby facility to scrap the cars that are turned in from the CARS website, and need to confirm with the scrappers directly that they can crush or shred the vehicles. Dealers must also do things like disable the engines of the cars coming in, as described on page 127 of the 136-page rulebook (PDF), and have seven days of accepting a trade-in vehicle to get paperwork – a lot of it – to the government in order to receive their money.

Customers are responsible for bringing in an old “clunker” that gets, at most, 18 mpg (thanks, charities) and buy a new vehicle with better mpg. It looks like it might be possible to get more than $4,500 for your trade-in, because any scrap value that the trade-in has can be added to the rebate.

Not everyone is pleased with CARS. The Automotive Aftermarket Industry Association (AAIA) released a statement, available after the jump, saying they anticipate “a consumer backlash once reality replaces the hype.” There won’t be that much time for the hype to die down, though, since the CARS program is currently scheduled to end on Nov. 1, or when the $1 billion set aside for the program runs out (it could be extended).

“It wouldn’t surprise me if there is a consumer backlash once car owners realize that ‘Cash for Clunkers’ is nothing more than a clever slogan for a program to spend $1 billion of our tax dollars to fund a government subsidized vehicle trade-in to help new car dealers sell cars,” said Kathleen Schmatz, AAIA president and CEO. “Consumers will soon learn that they are simply trading in their vehicle and will still have to jump through all of the hoops to qualify for and purchase a new vehicle.The much heralded fuel efficiency and environmental benefits of purchasing a new vehicle could easily be achieved through better maintenance of an existing vehicle or trading up to a newer used vehicle, according to AAIA. Any savings from improved miles per gallon will be lost from the costs involved in destroying and disposing of the “clunkers.”

AAIA has strongly opposed “Cash for Clunkers” that prematurely destroys vehicles and their valuable parts and components. “Destroying vehicles with many more years of life denies consumers more affordable used vehicles and pulls vehicles from the aftermarket supply chain,” said Schmatz.

 WASHINGTON (AP) — The White House said Thursday it was reviewing what has turned out to be a wildly popular “cash for clunkers” program amid concerns the $1 billion budget for rebates for new auto purchases may have been exhausted in only a week.

Transportation Department officials called lawmakers’ offices earlier Thursday to alert them of plans to suspend the program as early as Friday. But a White House official said later the program had not been suspended and officials there were assessing their options.

“We are working tonight to assess the situation facing what is obviously an incredibly popular program,” White House press secretary Robert Gibbs said of the Car Allowance Rebate System. “Auto dealers and consumers should have confidence that all valid CARS transactions that have taken place to date will be honored.”

Gibbs said the administration was “evaluating all options” to keep the program funded.

A Transportation Department official said the department was working with Congress and the White House to keep the program going. The administration officials spoke on condition of anonymity because they were not authorized to speak publicly about the discussions.

The CARS program offers owners of old cars and trucks $3,500 or $4,500 toward a new, more fuel-efficient vehicle.

Congress last month approved the program to boost auto sales and remove some inefficient cars and trucks from the roads. The program kicked off last Friday and was heavily publicized by car companies and auto dealers

Through late Wednesday, 22,782 vehicles had been purchased through the program and nearly $96 million had been spent. But dealers raised concerns about large backlogs in the processing of the deals in the government system, prompting talk of a possible suspension.

A survey of 2,000 dealers by the National Automobile Dealers Association found about 25,000 deals had not yet been approved by NHTSA, or nearly 13 trades per store. It raised concerns that with about 23,000 dealers taking part in the program, auto dealers may already have surpassed the 250,000 vehicle sales funded by the $1 billion program.

“There’s a significant backlog of ‘cash for clunkers’ deals that make us question how much funding is still available in the program,” said Bailey Wood, a spokesman for the dealers association.

Alan Helfman, general manager of River Oaks Chrysler Jeep in Houston, said he was worried that the government wouldn’t pay for some of the clunker deals his dealership has signed because they aren’t far enough along in the process.

His dealership has done paperwork on about 20 sales under the clunker program, but in some cases the titles haven’t been obtained yet or the vehicles aren’t yet on his lot.

“There’s no doubt I’m going to get hammered on a deal or two,” Helfman said.

The clunkers program was set up to boost U.S. auto sales and help struggling automakers through the worst sales slump in more than a quarter-century. Sales for the first half of the year were down 35 percent from the same period in 2008, and analysts are predicting only a modest recovery during the second half of the year.

So far this year, sales are running under an annual rate of 10 million light vehicles, but as recently as 2007, automakers sold more than 16 million cars and light trucks in the United States.

Even before the suspension, some in Congress were seeking more money for the auto sales stimulus. Rep. Candice Miller, R-Mich., wrote in a letter to House leaders on Wednesday requesting additional funding for the program.

“This is simply the most stimulative $1 billion the federal government has spent during the entire economic downturn,” Miller said Thursday. “The federal government must come up with more money, immediately, to keep this program going.”

The Homeland Security and Government Affairs Committee met July 15th to hear testimony regarding the Real ID Act 2005 and the newly introduced Providing for Additional Security in States’ Identification (“PASS”) Act. Senator Lieberman is the Chairman of the committee. As you will see, the “fix” was in.

For two weeks the Stop Real ID Coalition, of which I, Mark Lerner, am the co-founder, had lobbied to provide testimony to the committee. Thousands of our supporters called the committee on our behalf.

The answer we received from the committee staffers was there was going to be two witnesses that were already scheduled to testify before the committee that were opposed to the PASS Act, thus my testimony was not needed.

This is where the “problem” started. I had already spoken with one of the two people that were supposedly going to oppose the PASS Act. He told me his organization was supporting the PASS Act. The second person was a former DHS senior person who had previously stated he preferred Real ID but would accept the PASS Act. He did believe the PASS Act did need some strengthening to work.

My own area of knowledge is in the areas of biometrics and global information sharing. I have testified on the state level many times. I must have been considered credible because legislation opposing Real ID resulted.

Knowing that I was not being allowed to testify, I decided to attend the hearing. Committee staffers had notified me that I would be allowed to submit written testimony. I declined because the “fix” was in. Few people ever read written testimony.

Long story short-The hearing proceeded and not one person provided opposing testimony to the PASS Act. Not only was I lied to but so were the thousands of citizens who called. The hearing was a “staged” event.

One would have to believe there were provisions of the Real ID Act that were not just needed but could not be achieved at the state level by state lawmakers before supporting Real ID or the PASS Act. The National Governors Association worked with Senator Akaka (the author of the PASS Act), the National Conference of State Legislators, and DHS to come up with the compromise legislation, the PASS Act.

The NGA and the NCSL sold out states’ rights and the rights of citizens for money. No surprise.

Our organization is opposed to the use of biometrics and RFID with state driver’s licenses. International standards under Real ID apply to the license itself and the digital facial image. American Association of Motor Vehicle Administrators (AAMVA) standards for driver’s licenses were adopted as part of Real ID. On AAMVA’s website they proclaim they are an international organization that serves law enforcement and motor vehicle administrators. The International Civil Aviation Organization, an agency of the U.N., adopted standard was applied to the digital facial image/photograph for state driver’s licenses during the rulemaking process for the Real ID Act.

By using international standards there would be global interoperability/information sharing. The photo was mandated to be facial recognition compatible. Real ID/PASS Act=Being enrolled into a single global biometric identification system that links our body to our ability to buy and sell.

After the hearing I asked people to call the committee staffers and Senator Lieberman’s office and again asked if I could testify in person before the legislation came up for a vote in committee in about two weeks. Once again committee staffers lied. They told callers two people had testified against the PASS Act and went further by saying I did not know what I was talking about. The actual testimony is provided on the committee’s web-site.

We are going to focus our efforts on the House Homeland Security Committee when the legislation goes to the House of Representatives.

I have met with the ACLU about the Real ID Act. That meeting with the support of Republican state lawmakers resulted in the ACLJ opposing Real ID. The provisions of the PASS Act would not allow the ACLJ to support the PASS Act. I spoke with the ACLU and they were already opposing the PASS Act as they did the Real ID Act. EPIC and others are also opposing the PASS Act as they did the Real ID Act.

The document details a tendering process for private sector deployment of intelligence functions inside the Washington Joint Analytical Center (WAJAC) on behalf of the Washington State Patrol (WSP).

The uproar began a few weeks ago when the Department of Homeland Security (DHS) issued a nine page report, entitled “Right-wing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment.” That official document of an agency of the United States Federal government said, “Right-wing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups), and those that are mainly anti-government, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.”

The report also singled out returning veterans, calling them “disgruntled.” The report expresses fear that some veterans, now trained in the art of military weapons, are being recruited by “right-wing extremists” to help these groups “boost” their violent capabilities. Of course the poster child for DHS is Oklahoma bomber Timothy McVeigh.

That news has been reported far and wide and most have heard it. So why am I bringing this up again? Because the full story has been only marginally covered, I’ll try to connect more of the dots.

After the report became a public firestorm of protest, DHS Secretary Janet Napolitano went on a whirlwind tour of the Sunday News shows. The basic gist of reports from those appearances was that she “apologized” for the report, admitting that it was a little over the top. In fact, she did nothing of the sort. She dismissed the firestorm of protest as simply “politicization,” and she hailed the program as necessary to combat “extremism.”

“It was an assessment, not an accusation,” she said. “To the extent veterans read it as an accusation…an apology is owed.” That, my friends is not an apology – it is a reprimand to people who she feels can’t read. Basically Napolitano was pandering to the vast number of American veterans. No mention was made to the millions of Americans who fall into the “right-wing extremists” category. She then went on to defend the report, saying it is part of an ongoing series of assessments to provide information to state, local and tribal law enforcement agencies on “violent radicalization” in the United States.

To prove her words, just two weeks after the outrage over this report, DHS released another one. On Tuesday May 5^th, The Washington Times reported on another leaked DHS document on “Extremism,” entitled, “Domestic Extremism Lexicon.” This one repeats the definition of “right-wing extremists” as detailed above then it analyzes the “threat” level of internet news websites, defining “alternative media” as, “a term used to describe various information sources that provide a forum for interpretations of events and issues that differ radically from those presented in mass media products and outlets.”

The two reports clearly weave a fine line between the terms “terrorists” with “extremists.” The opening line of the “Right-wing Extremism” Report says, “The DHS/Office of Intelligence and Analysis has no specific information that domestic right-wing terrorists are currently planning acts of violence, but right-wing extremists may be gaining new recruits by playing on their fears about several emergent issues.” Clearly, the DHS believes all that separates a terrorist from an extremist is an act of violence, but the belief system and motivation is the same. Says the report, the threat of violence is fueled by the downturn in the economy and the election of an African-American president and the threat of more gun control legislation.

So here (based on the report) is what DHS defines as extremist – bordering on terrorism: One concerned over the economy, loss of jobs, foreclosures; antagonism toward the Obama Administration (it’s racist); criticism of free trade programs like NAFTA and the Security and Prosperity Partnership with Mexico and Canada (SPP); anti-abortion; oppose same-sex marriage; believe in the “end times;” stock pile food, ammunition and weapons; oppose illegal immigration; opposition to a New World Order; opposition to the United Nations; opposition to global governance; fear of Communist regimes; opposition to loss of US manufacturing to overseas nations; opposition to loss of US prestige; use of the Internet (or alternative media) to express any of these ideas.

Any one of those positions, if leading to any level of civil disobedience, would become a terrorist act, according to the DHS. But, consider this new word play from DHS concerning real terrorist acts (Muslim extremists who actually attacked the United States out of hate, bent on destruction). Those will no longer be called “terrorists,” or “acts of terrorism.” They are now to be called “man-caused disasters.” According to an interview Napolitano gave to a German magazine, the new phrase “demonstrates that we want to move away from the politics of fear, toward a policy of being prepared for all risks that occur.”

The new risk that DHS is preparing for, of course, is the government’s “fear” and “risk” of right-wing opposition to the radical totalitarian policies of the Obama Administration. Americans have begun to fear their own government as the Administration is moving rapidly to nationalize American industry and banks, push for the confiscation of guns, establish a surveillance society with International ID cards, deeply integrate UN treaties into US law, stop efforts to drill American oil, create a new economic system based on the environment called Cap and Trade, and shut off access of the airways to programs that voice opposition to those policies. In short, the true mission of the Department of Homeland Security is to protect the Obama Administration and to destroy political opposition.

While denying any of that, the Obama Administration and its allies in Congress, including some “Judas-Goat” Republicans, who serve as their useful idiots, are moving rapidly to enact legislation to those ends. The latest legislation is a prime example of how carefully they have chosen their words such as “extremists” and “terrorist” to achieve their goals.

Rep. Perry King, a Republican, has sponsored HR 2159, the “Denying Firearms and Explosives to Dangerous Terrorists Act.” This bill will permit the attorney general to deny transfer of a firearm to any “known or suspected dangerous terrorist.” This bill would deny Second Amendment rights to any American suspected of a “terrorist” act (meaning Ron Paul supporters?).

Add HR 2159 to the Congressional hate crimes bill that destroys free speech, combined with efforts to crate international health care data banks and renewed efforts to control Internet access, interconnected wth the Missouri MIAC report that calls Ron Paul supporters potential terrorists, and you begin to get a clear picture of the radical, totalitarian agenda we once-free Americans now face. Just express your opposition to such policies and you will be forced out of society, unable to work, get health care, access the Internet, by a gun or travel freely.

The Department of Homeland Security, as I’ve reported many times, is the greatest threat to American freedom. It should be destroyed and Secretary Napolitano fired. The DHS is a “man-caused disaster” that only free men can rectify.

H1N1 Pandemic and Mass Vaccinations I Don’t Know. . .

I think I have become another one of those people that have absolutely no faith in government anymore.

That’s alright; I am finding myself in good company.

The flu pandemic situation, the timing, the updates that come with such regularity notching up the the predictions of disaster and mayhem with each new release just seems…contrived to me.

  

My sister is a nurse and I remember her telling me about the 1976 flu scare and subsequent vaccination of about 40 million. 

The mass vaccinations were the real disaster, she recalls many harmed by the vaccine and indicated that the government acted in haste much to the detriment of many Americans.  I believe I detected an uncharacteristic trace of bitterness in her voice every time she related this story to me.  This from a lady that generally accepts the “authority” of the experts and regards them as trustworthy.

The thoughts that compete for primacy in my mind, a mind that has always been fascinated by doctors, surgeons, pharmacy and medicine in general- I am a certified EMT but dissuaded from practice due what I perceived to be untenable obstacles to my genuine desire to be the person willing to take the risks and responsibility of a first responder.  Namely the CYA algorithmic approach to rendering care that exists to keep idiots from killing us but also prevents the adept from full use of their talents that might save us.  And no, you can’t keep the idiots out because frankly, few geniuses are willing to do a job with so many risks and so little pay.   

I give modern medicine its due where deserved but am no sycophant.  I have experienced harm as well as help from the medical profession and view it much as I do fire, with fear and respect. 

This whole H1N5 pandemic situation just doesn’t sit right with me.  I know historically we are overdue for one and wonder if the health organizations are overreacting because of this expectation.  Then I hear about Baxter and their “oopsie” that strains credibility.

Virus mix-up by lab could have resulted in pandemic

It’s emerged that virulent H5N1 bird flu was sent out by accident from an Austrian lab last year and given to ferrets in the Czech Republic before anyone realised. As well as the risk of it escaping into the wild, the H5N1 got mixed with a human strain, which might have spawned a hybrid that could unleash a pandemic.

The company that released contaminated flu virus material from a plant in Austria confirmed Friday that the experimental product contained live H5N1 avian flu viruses.

And an official of the World Health Organization’s European operation said the body is closely monitoring the investigation into the events that took place at Baxter International’s research facility in Orth-Donau, Austria.

WHAT?!!!

The contaminated product, a mix of H3N2 seasonal flu viruses and unlabelled H5N1 viruses, was supplied to an Austrian research company. The Austrian firm, Avir Green Hills Biotechnology, then sent portions of it to sub-contractors in the Czech Republic, Slovenia and Germany.

The contamination incident, which is being investigated by the four European countries, came to light when the subcontractor in the Czech Republic inoculated ferrets with the product and they died. Ferrets shouldn’t die from exposure to human H3N2 flu viruses.

Public health authorities concerned about what has been described as a “serious error” on Baxter’s part have assumed the death of the ferrets meant the H5N1 virus in the product was live. But the company, Baxter International Inc., has been parsimonious about the amount of information it has released about the event.

On Friday, the company’s director of global bioscience communications confirmed what scientists have suspected.

How in the heck does live bird flu virus just happen to show up in material intended for vaccine??  I mean did someone just knock over a cup of bird flu and it fell in?  This is not how labs are run.  Those pesky population killing bugs are kept meticulously sealed away from one another for a host of safety reasons, one big one being that viruses are notorious sluts and will get together and reproduce magnificent new varieties of offspring-the kind that could wipe us peoples out!  This is why bird flu is even an issue-Because folks that sleep with their chickies and have a people variety of flu risk some scary gene swapping between the microscopic critters which could give the birdie flu the same exceptional ability to pass from one person to the next as prolifically as the garden varieties-only the birdy flu would be new to us and would likely kill a bunch of uns until the population developed some kind of natural immunity to it.

Contamination?  No.  I don’t buy it.

In her charges, Burgermeister presents evidence of acts of bioterrorism that is in violation of U.S. law by a group operating within the U.S. under the direction of international bankers who control the Federal Reserve, as well as WHO, UN and NATO. This bioterrorism is for the purpose of carrying out a mass genocide against the U.S. population by use of a genetically engineered flu pandemic virus with the intent of causing death. This group has annexed high government offices in the U.S.

Specifically, evidence is presented that the defendants, Barack Obama, President of the U.S, David Nabarro, UN System Coordinator for Influenza, Margaret Chan, Director-General of WHO, Kathleen Sibelius, Secretary of Department of Health and Human Services, Janet Napolitano, Secretary of Department of Homeland Security, David de Rotschild, banker, David Rockefeller, banker, George Soros, banker, Werner Faymann, Chancellor of Austria, and Alois Stoger, Austrian Health Minister, among others, are part of this international corporate criminal syndicate which has developed, produced, stockpiled and employed biological weapons to eliminate the population of the U.S. and other countries for financial and political gain.

The charges contend that these defendants conspired with each other and others to devise, fund and participate in the final phase of the implementation of a covert international bioweapons program involving the pharmaceutical companies Baxter and Novartis. They did this by bioengineering and then releasing lethal biological agents, specifically the “bird flu” virus and the “swine flu virus” in order to have a pretext to implement a forced mass vaccination program which would be the means of administering a toxic biological agent to cause death and injury to the people of the U.S. This action is in direct violation of the Biological Weapons Anti-terrorism Act.

Burgermeister’s charges include evidence that Baxter AG, Austrian subsidiary of Baxter International, deliberately sent out 72 kilos of live bird flu virus, supplied by the WHO in the winter of 2009 to 16 laboratories in four counties. She claims this evidence offers clear proof that the pharmaceutical companies and international government agencies themselves are actively engaged in producing, developing, manufacturing and distributing biological agents classified as the most deadly bioweapons on earth in order to trigger a pandemic and cause mass death.

In her April charges, she noted that Baxter’s lab in Austria, one of the supposedly most secure biosecurity labs in the world, did not adhere to the most basic and essential steps to keep 72 kilos of a pathogen classified as a bioweapon secure and separate from all other substances under stringent biosecurity level regulations, but it allowed it to be mixed with the ordinary human flu virus and sent from its facilities in Orth in the Donau.

[. . . ]Burgermeister’s dossier reveals that the release of the virus was to be an essential step for triggering a pandemic that would allow the WHO to declare a Level 6 Pandemic. She lists the laws and decrees that would allow the UN and WHO to take over the United States in the event of pandemic. In addition, legislation requiring compliance with mandatory vaccinations would be put into force in the U.S. under conditions of pandemic declaration.

She charges that the entire “swine flu” pandemic business is premised on a massive lie that there is no natural virus out there that poses a threat to the population. She presents evidence leading to the belief that the bird flu and swine flu viruses have, in fact, been bioengineered in laboratories using funding supplied by the WHO and other government agencies, among others. This “swine flu” is a hybrid of part swine flu, part human flu and part bird flu, something that can only come from laboratories according to many experts.

WHO’s claim that this “swine flu” is spreading and a pandemic must be declared ignores the fundamental causes. The viruses that were released were created and released with the help of WHO, and WHO is overwhelmingly responsible for the pandemic in the first place. In addition, the symptoms of the supposed “swine flu” are indistinguishable from regular flu or from the common cold. The “swine flu” does not cause death anymore often than the regular flu causes death.

Burgermeister notes that the figures for deaths reported for the “swine flu” are inconsistent and there is no clarity as to how the number of “deaths” has been documented.

Govt calls for volunteers to test swine flu shots

WASHINGTON (AP) — The race is on: The government and vaccine makers are seeking thousands of volunteers, from babies to the elderly, to roll up their sleeves for the first swine flu shots — to test whether a new vaccine really will protect against this novel virus before its expected rebound in the fall.

On Wednesday the National Institutes of Health tapped a network of medical centers around the country to begin a series of studies, with the first shots to go into the arms of healthy adults, of any age, in early August. If there are no immediate safety concerns, such as allergic reactions, testing quickly would begin in children as young as 6 months.

Congress Moves to Expand Military Involvement in Law Enforcement (9/14/1999)

WASHINGTON — Warning of new potential for federal law enforcement abuse, the American Civil Liberties Union today said that a little-noticed provision of a defense bill would authorize even more military intervention in civilian law enforcement.

The provision is buried in the Defense Authorization bill, which is scheduled for a final vote this week in both the House and Senate. The ACLU said the provision would provide a new exception to a century-old prohibition — known as the Posse Comitatus Act — against the military taking on responsibility for domestic law enforcement. 

Ironically, the vote on expanding the military’s role comes as Congress prepares to launch a new investigation into the role of military units in the final assault on the Branch Davidians in Waco, Texas, six years ago. 

“As the new Waco allegations demonstrate, the military must not be turned against the American people,” said Gregory T. Nojeim, an ACLU Legislative Counsel. “But time and time again, Congress authorizes just that by expanding the military’s role in domestic law enforcement.” 

The new proposed exception to the Posse Comitatus Act would further expand a controversial measure adopted by Congress in 1996 that permitted military involvement in “emergencies” involving chemical and biological weapons crimes. 

Under that new measure, which was proposed by the Defense Department, the military would be authorized to deal with crimes involving any chemical or biological weapons — or any other weapon of mass destruction — regardless of whether there is an “emergency.” In addition, the new proposal would lift requirements that the military be reimbursed for the cost of its intervention, thus likely increasing the number of requests for military assistance. 

“Under this new provision,” Nojeim said, “the mere threat of an act of terrorism would justify calling in military units. That represents a loophole large enough to drive a battalion of army tanks through.” 

The defense authorization bill would also require the Pentagon to develop a plan to assign military personnel to assist Customs and the Immigration and Naturalization Service to “respond to threats to national security posed by entry into the U.S. of terrorists or drug traffickers.”

Military Poised to Help FEMA Battle Swine Flu Outbreak

The Advisory Committee on Immunization Practices voted to set vaccination priorities for certain groups Wednesday during a meeting in Atlanta as the Pentagon prepares to help the Federal Emergency Management Agency tackle a potential outbreak of the H1N1 virus this fall.

This comes as a government panel recommends certain groups be placed at the front of the line for swine flu vaccinations this fall, including pregnant women, health care workers and children six months and older.

The Advisory Committee on Immunization Practices panel also said those first vaccinated should include parents and other caregivers of infants; non-elderly adults who have high-risk medical conditions, and young adults ages 19 to 24. The panel, whose recommendations typically are adopted by federal health officials, voted to set vaccination priorities for those groups Wednesday during a meeting in Atlanta.

Obama administration officials told Congress that H1N1 vaccinations won’t be available for several months.

Defense Secretary Robert Gates is preparing to sign an order authorizing the military to set up five regional teams to deal with the potential outbreak of H1N1 influenza if FEMA requests help.

A senior U.S. defense official told FOX News that the plan calls for military task forces to work in conjunction with the FEMA. No final decision has been reached on how the military effort would be manned, but one source said it likely would include personnel from all branches of the military.

It is not known how many troops would be needed and whether they would come from the active duty or the National Guard and Reserve forces.
