Face images, also commonly referred to as displayed portraits, have been used for many decades to verify identity of persons. In recent years, digital face images are used in many applications including human examination as well as computer automated face recognition. Although photographic formats have been standardized in some cases such as passport and driver license, it is also demanded to define a standard data format of digital face images to allow interoperability among vendors.
This requiring exchange of face image data. The typical applications are:
1) human examination of facial images with sufficient resolution to allow a human examiner to ascertain small features such as moles and scars that might be used to verify identity;
2) human verification of identify by comparison of persons against facial images;
3) computer automated face identification (one-to-many searching);
4) computer automated face verification (one-to-one matching).
To enable many applications on variety of devices, including devices that have the limited resources required for data storage, and to improve face recognition accuracy, this data format, but also scene constraints (lighting, pose, expression etc), photographic properties (positioning, camera focus etc), digital image attributes (image resolution, image size etc).
Several image types are introduced to define categories that satisfy requirements of some applications. Each requirement is specified for each image type.
RFID is not mandated in the PASS Act but so-called “Enhanced Driver’s Licenses” are a possibility mentioned by Janet Napolitano in regards to Real ID. Enhanced Driver’s Licenses are being utilized by some states because they double as a passport. This kind of ID does contain RFID. Also, the PASS Act would enter into the rulmaking phase in a way that will not permit input from outside organizations or people that would advocate for privacy protections, so the form of the driver’s liscence could require RFID.

Don’t be snowed!
Mark Lerner is an recognized authority on both biometrics and The Real ID Act. As a former insider turned whistle blower on the biometrics industry he has spent the last several years working tirelessly to inform legislators and the American people about the true nature of this federal law and he is noted for being scrupulously credible.
People calling about the PASS ACT are getting some confusing messages. Mark sets the record straight;
We are aware that callers to senator’s office are being told biometrics is not mentioned in the PASS Act. That is a true statement. What is required is the exact same digital facial scan called for in the Real ID Act 2005.
As always-read the fine print;
It was in the rulemaking process that the deceit became apparent in the Real ID Act. On page 68 of the NPRM (Notice of Proposed Rulemaking) (a document available on our web-site) there is a footnote at the bottom of the page (footnote 17). In very small print it states the following:
17 The relevant ICAO standard is ICAO 9303 Part 1 Vol 2, specifically ISO/IEC 19794-5 – Information technology – Biometric data interchange formats – Part 5: Face image data, which is incorporated into ICAO 9303.

go to page 34,-section 8.4.1. You will find the standard for the digital facial scan required within the Real ID Act. The same wording appears in the PASS Act. A digital facial scan is required in the PASS Act.
Jim Harper from Cato makes this astute observation;
Interstate Data Sharing?
First, CDT said, PASS ID “[r]emoves the requirement that states ‘provide electronic access’ allowing every other state to search their motor vehicles records.” It’s technically true: The language from REAL ID directly requiring states to share information among themselves came out of PASS ID. But the requirements of the law will cause that information sharing to happen all the same.
Like REAL ID did, PASS ID would require states to confirm that “a person submitting an application for a driver’s license or identification card is terminating or has terminated any driver’s license or identification card” issued by another state.
How do you do that? You check the driver license databases of every other state. Maybe you do this by directly accessing other states’ databases; maybe you do this indirectly, through a “pointer system” or “hub.” But to confirm that you’re talking about the right person, you don’t just compare names. You compare names, addresses, pictures, and other biometrics.
Just like REAL ID, PASS ID would require states to share driver data on a very large scale. It just doesn’t say so. As with REAL ID, the security weaknesses of any one state’s operations would accrue to the harm of all others.
In regards to biometrics Mr. Harpers says this;
Consider more carefully also what PASS ID and REAL ID are about in terms of biometrics. Both require states to “[s]ubject each person applying for a driver’s license or identification card to mandatory facial image capture.”
States across the country are using driver license photos to implement facial-recognition software that will ultimately be able to track people directly – nevermind whether you have an RFID-chipped license or show your card to a government official. They are aiming at preventing identity fraud, of course, but with advancing technology, before too long you will be subject to biometric tracking simply because you posed for an unsmiling digital photo at the DMV. REAL ID and PASS ID are part and parcel of promoting that.
In short, if you are told that the PASS ACT does not deal with biometrics or it curbs data sharing, don’t buy it. This is the exact same trick pulled with REAL ID.
Mark relates that in today’s (HSNW) Homeland Security Newswire there is a story that discusses advancements in facial recognition technology;
“They found that their technique is not only faster and works with low resolution images, such as those produced by standard CCTV cameras, but also solves the variation problems caused by different light levels and shadows, viewing direction, pose, and facial expressions. It can even see through certain types of disguises such as facial hair and glasses”
PLEASE PEOPLE HEED OUR WARNINGS – WE DO NOT SAY OR WRITE ANYTHING THAT WE CANNOT DOCUMENT-WE HAVE SAID FOR YEARS THE CONCEPT OF USING FACIAL RECOGNITION TECHNOLOGY AND CCTV/SURVEILLANCE CAMERAS IS NOT ORWELLIAN.
It has and is being utilized. Remember the 2001 Superbowl? Attendees were treated to “touchless” virtual line up via CCTV and Facial Recognition that compared their in real time.
I am no lawyer but I had the distinct impression that if we were not doing anything to cause suspicion we will not be subject to searches. This is most definitely a search that carries with it all of the risks of any encounter with law enforcement. Like walking on the highway, the copster tango is an activity best avoided when at all possible. There is simply too many things that could go wrong.
Facial recognition has also been employed at Boston’s Logan Airport and in Tampa Florida.

They are doing it bit by bit under the guise of various projects and initiatives. and now, the PASS ACT, which I can assure you compromises none of the original intentions of Real ID.
