Rep. Christopher Hurst, D-Enumclaw, claims yellow lights at camera intersections are too short.

“The cities say they’re all at 3.5 seconds right now,” said Hurst, who believes that time is too short for drivers to cross the intersection. He’s working on legislation to make 4-second yellow lights — the state standard at red-light camera intersections. Read More

As always, Chad cuts straight to the chase by revealing the basis for best engineering practices;

We have the knowledge; all we need to do is apply it. Since the 1930’s, it’s been known that large numbers of violators are more often than not caused by engineering problems, rather than an out-of- control motoring public. “What we know” in 1989 FHWA paper referencing a 1930’s finding;

“In general, motorists’ noncompliance is indicative of a problem. The problem   may be due to some failing on the part of the traffic engineers or the lack of understanding of the driver, but seldom is the problem a wanton disregard of the law by the motoring public.”

•In the early 1990s, Narconon opened a large treatment center near Newkirk, Oklahoma, resulting in a series of critical articles in a local newspaper.[16] The Oklahoma Department of Health demanded that Narconon be licensed with the state,[17] but the Board of Mental Health refused approval, stating “No scientifically well-controlled independent, long-term outcome studies were found that directly and clearly establish the effectiveness of the Narconon program for the treatment of chemical dependency and the more credible evidence establishes Narconon’s program is not effective”
•… The Board concludes that the program offered by Narconon-Chilocco is not medically safe.”[18] Even the New York Times wrote a story detailing how the town’s initial euphoria at the prospect of a drug treatment center has been replaced by distrust, frustration, and fear. Townspeople said that Narconon was not honest about its affiliation with the Church of Scientology, its financing, its medical credentials, and its plans for the project. A Narconon spokesman quoted for the story said that all the appearances of deception reported by the townspeople, such as the group that praised Narconon at a public ceremony and presented it with a check for $200,000 and turned out to itself be part of Narconon, were due to “false information being fed in there by somebody who’s in favor of drug abuse … They’re either connected to selling drugs or they’re using drugs.”[19]
•Narconon’s Scientologist attorney Tim Bowles filed a series of lawsuits against Oklahoma institutions and officials and eventually obtained accreditation through the Arizona-based Commission on Accreditation and Rehabilitation Facilities (CARF) in 1992;
•Oklahoma officials then agreed to exempt Narconon from the state licensing requirement and the facility was allowed to operate.

All they’ve been told is that it is a “private corporation .” Pawnee office of the Bureau of Indian Affairs said they were not aware of the connection, and were very “surprised” because the “state” and the “governor’s office” were involved in getting Narconon to come to Chilocco.. . .(emphasis mine)

CHILOCCO – Three of Narconon Chilocco’s senior executives have been certified as chemical dependency counselors by the National Board of Addiction Examiners.

The announcement came in the wake of Narconon Chilocco’s third consecutive accreditation from the Commission on the Accreditation of Rehabilitation Facilities.

We mentioned concerns about state government and Narconon.  From the Ponca City News-here is the reference:

Sheriff Marion Van Hoesen lashed out this week against Senate Bill 721 after both of Kay County’s state senators (Paule Muegge, D-Tonkawa and J. Berry Harrison, D-Fairfax) joined in its sweeping approval last Monday. The bill is now being considered in the House, where it died last year on the last day of the legislative session.

Van Hoesen harshly criticizes the Oklahoma Community Corrections Act as a cleverly developed “power play” by the state department of corrections to dump its financial problems onto the individual counties.

And worse, it can’t solve the overcrowding problem either, he said.

The act, recommended by the proponents of truth-in-sentencing programs for the state, would introduce local community-action boards to provide alternate sentencing recommendations for local offenders. But it obviously overlooks the CSSP, which is already successful in several counties.

“You have to read between the lines to understand the bill,” Van Hoesen said. “It’s not what it says, it’s what it doesn’t say.”

What it doesn’t say is how a county board of volunteers will pay for medical expenses and court-ordered programs such as mental health, Alcoholics Anonymous and Narconon, which are currently funded by the DOC. (Emphasis mine)

On August 5th and 6th, 2004, over 100 people from both the faith-based community and drug rehabilitation field, including 20 churches and 25 drug rehab groups from 21 different cities and towns, gathered at the lovely new Reed Conference Center in Oklahoma City for a two-day conference on substance abuse. The conference was co-hosted by SAMHSA (Substance Abuse and Mental Health Services Administration) and Narconon International, along with Oklahoma’s Narconon Arrowhead drug rehabilitation and training center.

APRIL 23, 2009 – State Regents’ Partnership Recognition Program Links Business, Higher Education

Eastern Oklahoma State College and Narconon Arrowhead – Collaboration between EOSC and Narconon Arrowhead began in 2007 after the college was interested in sharing Narconon’s successful drug rehab program with other drug abuse prevention professionals and counselors. Cooperative efforts between the two led to course material being submitted and approved by several Oklahoma certifying agencies.
